I. Position Summary:
Administrates Human Resources programs to include, but not limited to: recruitment and hiring programs, employee relations, education and orientation programs, wage and salary administration, workers compensation, insurance and benefit programs and compliance with all appropriate state and federal programs and requirements.
II. Essential Functions:
The Director of Human Resources responsibilities include, but are not limited to, the following:
* Implements and directs recruitment efforts, retention analysis, placement and hospital-wide orientation of new employees and non-allied health professionals. Coordinates the recruitment process and designs and implements cost effective advertising.
* Ensures that the employment practices, applications, and reference checks are complete, including licensure and education verifications. Informs the Employee Health Coordinator of all new hires to ensure completion of pre-employment screenings.
* Meets all requirements of hiring and annual review programs to ensure JCAHO compliance.
* Assists managers in disciplinary procedures including drug testing, sexual harassment investigations, terminations, and other actions related to Labor/Employee Relations.
* Counsels employees and managers concerning work related problems, concerns and questions.
* Serves as a resource for managers, supervisors, and other employees on Human Resources issues.
* Ensures that the Human Resources Department promptly responds to employee concerns.
* Reviews all development and employee education programs. Consolidates and/or coordinates similar programs to attain cost efficiencies and resource management.
* Coordinates Leadership/Supervisory training and development sessions.
* Works with Corporate Human Resources to develop and administer hospital wage and salary compensation programs and monitor and analyze salary trends using published survey data.
* Recommends merit increases considering budget, maximizing employee satisfaction and assists managers in understanding the merit increase program.
* Reviews, recommends and communicates revisions to the compensation program for purposes of recruitment, retention and employee satisfaction.
* Assists in developing and revising job descriptions with managers, including job analysis, development of specific job performance standards and education of the performance evaluation philosophy.
* Manages the Workers Compensation program for compliance and cost effectiveness, ensuring compliance with federal and state laws and reporting requirements.
* Ensures the newly qualified employees are processed timely and accurately.
* Interprets benefits to employees as questions arise.
* Conducts annual benefits seminars to maintain a high level of employee understanding.
* Oversees hospital compliance with all corporate, federal and state mandated Human Resources related programs and processes.
* Complies with EEOC regulations, Federal and state labor laws.
* Implements and administers INTEGRIS Human Resources policies and procedures. Directs the implementation of new and revised policies.
* Works with department heads and employees to solve problems connected with payroll.
III. Accountability:
Reports to the President.
IV. Qualifications:
* Bahcelors degree in related field. Associates degree and 2 years of work experience dealing with compensation, employee relations and/or benefits may be substituted in lieu of degree.
* Must be able to communicate effectively in English (verbal/written).
